A bipartisan
congressional bill would impose a 10% minimum tariff - and stiffer rates for
China. President Trump's global tariffs were struck down by a federal appeals
court, but Congress can impose its own duties. If the revenue is lost, credit
rating agencies will react. As predicted, the U.S. Federal Appeals Court has
struck down the president's use of the International Economic Emergency Powers
Act (IEEPA) to impose tariffs. Barring a Supreme Court ruling in the Trump
